I'd suggest an Athlon II quad instead, as they're 95w. Would be easier on your power phase setup. And they're only a 1-3% drop in performance clock for clock from the Phenom II quads.

As for your PSU:
Rosewill makes some decent enough units, and some that are complete trash. They're really hit or miss. That could very easily be your problem. Without knowing the model number, its too hard to tell you for sure though.

EDIT:
Just because the clock speeds went up, doesn't mean you were USING the GPU. That just means that it got knocked up into 3D clocks. Use GPUz, and watch the "GPU Usage" meter in the sensors tab. Again, make sure you checkmark "Monitor while GPUz is in the Background".
If it was on the support cpu list, shouldn't it?

I dont see GPU Usage but i see GPU load. Btw is it by TechPowerUp? i might have the wrong program

1) Just because its on the CPU support list, doesn't mean ASRock knows what the "sham hell" they're doing . Your board has what appears to be a 4 phase power design, which means 95w quad cores only (or less). Your current 125w dual core is different, because its a dual core (somehow). If you put a 125w quad core in that board, I promise you it will "eventually" blow something on the power phase setup. It's not a matter of "IF" it will, more a matter of "when". It could be a month, could be a year or longer. Just trying to save you the headache....as nobody informed ME of this back when I first built my sig rig. Note that its "Not So Burny v3.0". Where do you think the other 3 revisions came from? .

My sig rig went from Burny v1.0, Burny v1.1, Burny v2.0, and Burny v2.5 before it FINALLY became "Not So Burny". I'm not telling you this to scare you, or ward you away from a specific processor. Just letting you know, what I wasn't told a year ago when I started this build.

2) You have the right program, I just had the label wrong. GPU Load is the correct thing you're looking for. There's a checkbox at the bottom, "Keep Monitoring while GPUz is in the Background" (or something to that affect). Have the check marked, and load up a game. Have task manager running too, so you can get a graph of CPU usage.

alright, so i did what you said and i guess the whole graphics card isnt being used. the gpu load went to 40 max. the cpu did its work.
So any cpu thats on the support list and under 95watt like this one?

That one would work fine, yes. The Athlons are honestly a lot better bang for your buck though. The Athlon II x4 640 is $99 free shipping on Newegg. Stock clocks of 3.0GHz, and it should be "capable" of hitting up to 3.8-4.0GHz as well.

So, what about the gpu usage? would i need that processor to have my graphics card usage be at full?
and about that processor, what about l3 cache? i do use adobe after effects and premiere.

Either CPU you choose will be leaps and bounds faster than your current 6000+ is.

Your GPU usage not being fully utilized in game could be your PSU going out still. If you have a multimeter handy, it wouldn't hurt to test out your 12v rails, and see what they're dropping down to. Without knowing more specific details, its really hard to say.

It could be PSU going bad (you said that the games USED to work fine), or it could be a software issue somewhere.

If you're STILL having issues at that point, then its more than likely a hardware fault. Make sure you install the latest drivers first for your GPU. You're using a GTS250, I'd think the 266.58 WHQL drivers would work great on it (they work beautifully on my 470).

grab the 95w version of the 945,it should run cooler,i grabbed mine well cheap from ebay and as a bonus it overclocks alright!
might be worth looking in vidia control panel and seeing what gpu is enabled, and disabling physx if it is available for those cards?
