which chip manufacturer for gtx 500 series?

The title says it all.

what would you recommend?

As well as why does the 560 have a higher core\\shader clock than the 570 yet the 570 is better ?

Just going by neweggs specs

All the major companies make good cards. msi, evga, asus, gigabyte are the most popular brands. You have to look at their offerings and decide for yourself. Points to consider are, cooler design, gpu clocks, voltage tweaks.
Lastly, higher clock speeds doesnt make a card fastest. Though gtx560 has more core/shader/memory clock speed, it has less shader cores/bandwidth/rops/bus-width/pixel-rate than the gtx 570. Thats is why reference 570s are better than reference gtx560s.
