Lagging on old games with 5850 overclocked

Hi guys, i recently built a gaming (not hardcore, just some light gaming) computer
here are the specs:

Intel i5 2500k
MSI socket 1155 motherboard
ocz stealth 700w power supply
xfx radeon 5850 black edition (factory overclocked)
4GB (2x2GB) dual channel ddr3 ram (i think it was like 1600)
1TB 7200 Rpm 64Mb Cache western digital hard drive
the rest isnt important (optical drive etc)

ok, so now to my question
i was playing some games that are fairly old such as counter strike source and call of duty 4 modern warfare (the original), both directx 9 games and yet im still lagging pretty hard on them
and yes i was playing offline so latency isnt the problem

i read on reviews that the 5850 black edition is amazing etc and it can handle games like crysis etc with no problem so im wondering why im lagging with these old games

oh yea, im running windows 7 ultimate 64 bit and i already upgraded the drivers for my graphics card (i first upgraded it using the driver provided in the disc that came with the card but then uninstalled the driver, downloaded a newer driver for the 5800 series from amd's website and installed it)

please help!
one of the main reasons i made this computer is to play those somewhat old games that i couldnt play before on my intel chipset laptop but the performance im getting is way too low for an overclocked 5850

forgive me if i put this thread in the wrong place, im new to this website and i felt that this problem might have something to do with my hardware

all your advices are appreciated

Are you sure you installed windows 7 64 bit driver?

Does GPU-Z recognise your GPU as a 5800 series?
Here's GPU-Z http://www.filehippo.com/download_gpuz/

this is what it showed, so im guessing it recognizes my 5800 series
i have already uninstalled the old drivers from the disk that came with my card and installed the newer catalyst drivers, yet im still lagging really hard
the performance of this 5850 card is somewhat comparable to my intel chipset family laptop....

What frames per second are you getting on COD4?

good question, im not actually sure because i dont know how to check (feel free to call me dumb)

but i did run the stress test provided on the main menu of counter strike source (which has some pretty crazy graphics) and in the end, i got 267 frames per second yet i lag during gameplay (offline)

it could be the newer drivers screwing with you, try going down to older drivers and go from there

Get Fraps for checking in game fps. http://www.fraps.com/download.php It can show on screen but also has a handy benchmark tool. My 5850 cut threw source like butter, something screwey here. Unstable overclock on either CPU or GPU can and will hurt you. If you haven't tried yet I'd run both at stock to see how it goes. Drivers 10.12 was working alright for me before I pulled it (5850). PSU problems maybe ? IDK 700 should be enough but OCZ PSU's don't exactly get much high praise around here.

um how do i run both at stock? i didnt actually overclock this graphics card, it came factory overclocked
and my processor is unlocked but not overclocked

yea, on my brothers computer, he has a radeon 5770
when he just got the computer (it was premade and refurbished so it didnt come with driver cds), he didnt install anything and he ran cod 4 and counter strike source EASILY
no problems whatsoever
after he did his first driver upgrade, then counter strike source and cod4 began lagging like its doing for me

fraps is rubbish IMO. you can use the console on CSS and COD4 to display fps. much better.
