Its not so much the fan speed as it is the fans static pressure and air flow (cfm.)
When you put more restriction in the path of a fan in needs more pressure to keep its air flow up.
A good example of this. The really thin scythe fans (forgot their name) are able to push a lot of air, but if you put them on a heatsink their flow will drop drastically because they have no static pressure to force the air through the sink. A GT AP-15 on the other hand, while having less air flow in an unrestricted space, will push more air through a heatsink because it has higher static pressure.

PS, if you want a more general idea think of fans like cars. Your sports car will be faster than a diesel truck, but when you put a 5 ton load behind both of them the truck will outrun the sports car every day.
