Cant diagnose problem.

So my uncles pc is busted, and I cant figure out why. The pc turns on, but no video out no bios. All I get is a black screen nothing ever pops up. This pc was never overclocked. I noticed the video cards (gtx 260) fan wasn't spinning, so I had it replaced from xfx. Got that back, fan spins now but same problem. So I figure the motherboard send that back to gigabyte,, get the same board back with same problem. Tested the power supply and all the volts seem fine. So what could it be?

TLDR Pc is busted sent back mobo, and got a new video card. Still wont post to bios or output anything to a monitor. Could the CPU be fried? would that stop the mobo from posting to bios and stop anything from being output to screen?

Have you checked for dodgy cable,or tried a different monitor?Sounds like 1 of these 2 things if you've rma'ed all else to eliminate.Do you have same problem on all slots?

It could be cpu,do you get any beeps or anything?have you tried clearing cmos?

The monitor is the one I use for my rig and it works fine for me. I completely disassembled the pc to send stuff back and then put it together again, so I dont think the cables are bad. I can try clearing the cmos and different slot. No beeps and no little display on the board for the bios.

The board is the Gigabyte MA790X-ud4p

after clearing cmos and trying a different slot.try a new/cmos battery that you know works and see if that works.i'll dig around some info about your board.let me know if you fix it.

Silly question but is monitor plugged into gpu or onboard?

Also try disconnecting the power cord from back of your psu,then with it still unplugged press pc power button and hold for a good 30 seconds.Then plug lead back in and power up.

Very strange. I'd assume that any HDD/Ram issue obviously would still allow a BIOS boot. To be fair though, on the last build I was testing and used a crummy old HDD (that didn't work--I didn't know this) to test the other parts and I could not get a BIOS or anything with it. That is the ONLY time I've ever seen that happen, though so I wouldn't expect it to be an issue. Worth trying to slap another junk one in if you have it lying around.

CPU could be an issue but I've never had one go bad on me yet so I don't know what kind of errors you might see. Is there any kind of code readout on the motherboard that you can check? Maybe see where it is hanging.

Other option is to individually try the parts in a known working rig until you get the culprit As long as you take other variables out of the equation (such as using the same cables, etc to hook up the rig--power, monitor, etc) it should narrow it down for you.

I moved the video card and pulled the bios battery out for 5 mins no go. I think the battery might be dead, so my dad is out an about I sent him to pick one up. I forgot to mention that the power button doesn't work to turn the pc off. I have to flip the power switch on the PSU. The button turns the pc on but wont turn it off, no matter how long I hold it in for. Thanks for all the help so far, waiting for the new cmos battery.

And to answer your question about the monitor, it is plugged into the video card.
