Need Help With MSI 870A-G54 Mobo

Hi, so recently my computer randomly shut off (specs in below for my current pc). When i restarted it, the computer just sat at the Mobo start up screen and just sits there. Sometimes it will go past this and just turn into a black screen and restart. My hard drive was making weird noises (as if it was trying to boot something but kept failing), so I sent in my hard drive to western digital and they sent me back a new one. Tried the new one and still the same problem.

When the computer boots and sits on the mobo screen, I can get into the bios but that's about it. Half the time though, the hard drive doesn't show up as if it never existed, but my cd drive always shows up (both use SATA and i tested all of the sata ports). Once in a while I'll luck out and be able to get the first part of windows xp to install (blue screen with partitioning, etc...), but then when it tries to load load windows at all (tried both xp and windows 7), the computer just restarts.

I thought it might just have something to do with the power distribution to the sata drives, so I tried using a working IDE hard drive instead. Still ended up with the same problem with the computer restarting, seems as if the computer isn't able to to get enough power when windows xp or 7 first appears to load.

Since I came to the conclusion that it wasn't the hard drive (even tested the Sata one on another computer and it worked fine), I'm trying to figure out if the power supply is just defective somehow (even though I switched the sata power cables between the hd and cd drive, the cd drive always showed up still and worked fine, and I even tried changing the voltage output on the power supply, it didn't make a difference). Or if my motherboard is defective somehow (could it have to do with the cmos battery? Not sure).

Any help would be greatly appreciated, all of my parts are listed below, thanks.

I was going to recommend a change of sata cable but then noticed tat papa doesnt work either, so it cant be hdd/cable related right?
That leaves the psu and mobo. If you have a spare psu, try that out. Make sure that the onboard 24pin and 4/8pin power connectors are tight and secured. If nothing helps, try and rma the board.

I dont know why but did you add any accessories to your system? Eg. Cold Cathodes or Led lights?. If you did try disabling them ( unplug their molex from psu )
