Strange issue with laptop

hey guys, im having some really strange laptop issues with my friend. So this is what happened:

She has a microsoft arc mouse, and it decided to stop working for her. I told her to pull out the USB and put it back in. So she does that and nothing happens.

I then tell her to go to device manager and uninstall the device, and she does that. she pulls it out and puts it back in, it does the whole install thing but it fails. I then told her to try the mouse on another laptop, and it works fine. So anyways, she then tells me that her USB keyboard is no longer working. ***. So i tell her to pull it out and back in and still doesnt work.

She then put in her external hard drive, and the laptop reads it no issues. She moves all her stuff onto the hard drive and I decide to do a reformat. Keep in mind also that I asked her to plug in a USB Flash Drive, and it would not detect.

So today I went over and I reformatted to windows 7 ultimate. Now she's having constant mini-freezes and her USB devices are still not being detected. She has a HP g60 418ca, and I deleted all of the HP stuff that was on the hard drive (I believe it was like.. the recover software or whatever). The chipset/video drivers are updated to the latest available version on HP's website.

What the heck is going on? I highly doubt her laptop is dying as its only been a year. Any suggestions on what to do next?

Sounds like the USB controller is taking a crap..

Oh! When she plugs in the USB device, it keeps going on and off every 20 seconds. like the sound when you plug in a USB device.

Hate to say it, but if it is made by man it will fail eventually. Sadly, it took only a hear for her laptop to fail. It is the USB controller for sure.

It's as if these were designed to fail right after their warranties expire. Perhaps you have a spare expresscard USB card you could put in to actually get to the bottom of this?
