Weird Resolution Error

Hello everyone,
I currently have a Asus VH22H-P 22 inch monitor and a EVGA GTX 460 SE.
I turned on my computer, and at the start up, the loading screen was not the usual windows 7 loading screen. Instead it showed the green loading bar. I was like okay..., then when my computer fully loaded up, it showed that my resolution was at 1024 x 768! I could not put it at any higher resolutions.
It was weird because for the past three months I have used my monitor at 1920 x 1080 resolution perfectly. It showed that it was a generic-PnP monitor. Also my taskbar is messed up, it is blue and not my customized color. Also when I try to change my desktop wallpaper, it does not fade into another picture, but it instantaneously changes to the next picture.
So I thought it was an issue with my graphics card driver. I roll backed my drivers for my 460, and then updated again to the newest driver. To my dismay, it did nothing to fix my problems. I tried using two different HDMI cables and they show the same results.
Now I customized my desktop resolution back to 1920 x 1080, but all the other problems are still present. Also when I try running games, it does not give me the option of 1920 x 1080 resolution.
Can someone please tell me what the issue is and how to fix it? All help is appreciated.

Try to change personalization settings to aero theme.

Nope it is still the same. The resolution problem persists on every application: games, start up GUI, etc.
