I'd be surprised if his 450 Watt psu had both of those connectors

Actually I'm quite sure it does - when I had it opened earlier I noticed four unplugged connectors that as far as I can tell fits the 6-pin and the 8-pin perfectly.
I just didn't think of plugging it in as I had been told that almost all graphic cards draw power directly from the motherboard x|

Anyway I'll probably try opening it up tommorow and plugging them both in seeing if that changes anything.

ive had that and it was not properly connected psu cable to gpu hope it helped

but seriously... it is unthinkable to get a 6970 when you have a 450W PSU ...be it from any maker...even if it has 6 and 8 pin connectors that you told... fact is 450W PSU's only meant for mid-range cards... the ones which do not require extra connectors... those are the ones which draw power only from motherboard... around 75 W or so...
or at maximum you can put it to cards which need 1 6-pin pci-e connector...

but not the intense cards...no...

only option is to upgrade PSU...
the card might be faulty... i dunno...but that doesn't mean you should not change this PSU...

I remember hearing a loud whistling noise when I forgot to plug in my PCI-E 6pin into my 9800gt.

It could be your psu.
