Subsets of those addresses are local only, such as 127.0.0.1. Other IPs point to your router, and other machines on your LAN, or are reserved for private use:

10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255

Of course, all three of the above combined is still only about 17-18 million.

I believe these are also reserved:
169.254.0.0 -169.254.255.255, again, this is only about 65,000 addresses.

So yea, I guess it's probably still over 4 billion public IP addresses.
