well by only having a single stick of ram you are using single channel, if you get 2 sticks it will run dual channel which will double your memory bandwidth. Why can't you just get another 4g stick?

They'll work, but 1333 MHz at Cas 9 is honestly not very good ram. With just a $90 budget, though, you won't be able to do better if you want to get an 8 GB kit. I dunno how well they'd overclock... you'd probably be able to tighten the timings down to at least the cas 8 range, if not cas 7 at 1333.

If you're replacing the PC3-8500, buy two DIMMs, but get this kit rated 1600 CL9 for $90 after promo code [just $5 more]. Much better performance and overclockability (nearly all generic 1333 CL9 4GB DIMM ICs overclock very badly)

If adding onto, just buy 1 DIMM of the cheapest generic memory you can find possible, whether 1066 or 1333 (i.e. PNY Optima 1333 4GB DIMM, $44/$34 AR) Running 3 DIMMs isn't as optimal, it runs a mode called single channel/interleaved which is still short of true dual channel which is most optimal for performance all around.
Doesn't matter if you are running PC3-8500 or PC3-10666 (1066 7-7-7 or 1333 9-9-9), neither will make a difference.
