My dad birthday is coming up and right now he has a dell pc from 8 years ago. So I would like to build him a pc.

He mostly uses it for internet, music and movies so I don't need a gaming pc but I would like for it to be nice and fast.

does he need peripherals, does he need a monitor, does he need a new copy of windows?

He needs the Os,Tower and everything inside of it.

He has speakers, monitor, keyboard and mouse.

Get a different case, get the F1 500GB at Mwave, lose the generic RAM and that build looks okay. With AMD you may be able to get an Athlon II x4 + AMD IGP mobo deal for much cheaper and it would outperform the i3 (at least in truly-multithreaded apps).

Nuh uh. There is one thing I always go against and sometimes even bash people for: Never get DIY combo kits. These kits are basically Newegg's big attempt at ripping you off.
1. Not a very good PSU choice for the price
2. Case choice is okay, but once again there's better for the price
3. The RAM is generic
4. MSI Motherboard that is poorly priced to begin with (I can't trust MSI Motherboards, they always blow up on people).
5. No graphics
6. The discount is a mediocre $30.

This prompts competition and some in-your-face proof, so here is my own "DIY combo deal" with similar (or better) parts:
Phenom II x2 555 - $90
Biostar A880G+ - $65
OCZ Special Ops 1600 CL8 2x2 - $40, $30 AR
HEC Blitz - $35 after promo code
Antec NEO ECO 400W - $47 shipped
No combo deals whatsoever. You pay more than $25 less. The parts you are getting are much, much better.

$280, after a mere $15 rebate, for a quad core, 4 GB RAM, 1 TB 7200RPM HD, 460w PSU rig. Just missing OS and GPU. With a 460w PSU, you could fit an HD 5770 in there and it'd be a beast.

This deal sold out in less than a day because of how good it was.

Try composing a list of components from Newegg that beats the DIY combo.
