^ No bigger than ATX would be a good measure to adapt to the majority PC user market on here. Case would have to take ATX, mATX or mITX. Power supply must be ATX, TFX, SFX or included with case if nonstandard. BTX case will be allowed with included BTX motherboard only. If I'm not mistaken most BTX cases also use ATX power supplies. If a nonstandard PSU is included, it would be required as per the previous rule.

A shipping rate quota could be posted in the "notes" section. That is a good idea.

Last thing before I sleep: there will be a credit reference list, viewable by public, to be used for reference in what items have what value (i.e. dual core CPUs usually have 1.5 credit value, except this may be higher for special dual core CPUs that can be unlocked to have more cores or dual core CPUs of newer architecture (after 2007 perhaps? Pentium D exempt) clocked at 2.8Ghz or higher)

Perhaps, for larger items, we could request a rough domestic shipping quote to be supplied with the item. If people post larger items and aren't in the US, a shipping quote to the US should be provided in addition.

i.e. if you posted a case, you'd provide a Canada and a US shipping rate with it. If I posted a case, I'd provide a UK and US shipping rate. If someone in the US posted a case they would provide just a US shipping rate.
Why not just make the giver provide a rough weight and zip code so anyone considering claiming it can look up a general rate for themselves.

^ Location (which should include the state as well as country) should be enough.

That really depends on the state and the recipient. Most carriers ship by zone based on origin and many states are split into multiple zones.

Not to mention the online rate estimators require a zip for calculations.

^ That seems fair.
How about for large items such as cases that may be deemed an unattractive claim due to shipping costs, credits are not awarded until the item has successfully shipped? (Similar to the rule for members who have below 35 rep)

I think that would be fair. You don't want people putting up tons of cases just to get credits for them only to never get claimed.

EDIT: Shipping cases isn't that bad though. If you have the original box, many times they are only ~$15 max for me to go the entire width of the US using private carriers such as Fedex/UPS or DHL. I just shipped a tower across the US and it only ran me $12 since you get a 10-20% discount on rate if you use the online shipping tools provided by most carriers.

^ Perhaps I should generalize the rule. If domestic shipping costs or costs to ship to the US are over $15, no credits will be awarded until claimed.

EDIT: Just posted a Swap Meet Item Value Reference list:

Google Spreadsheet
Any of the credit values may be discussed here.

Personally, I don't think it would be a bad idea for everyone to post their zip so anyone can get a general idea on shipping no matter the item. I mean, if someone from all corners of the globe want to claim something and is willing to pay the shipping, why not? Some "obsolete" items here may be much more valuable to someone somewhere else.

I think the obvious issue with this setup is that people are throwing up basically garbage items (such as the plethora of DDR2 SODIMMS that will inevitably go unclaimed) just to get some quick credits so they can snag the good items.

thrasherht has an idea about control of posting items with higher credit value:

This would be possible to implement for high-credit items and seems very reasonable. Further discussion is welcomed.

An issue I see with this rule would be for items that have linear value scaling, i.e. RAM (usually 1 for every 1GB.... but a 2x1 kit would be within this rule).

Also just made a couple of revisions to the value of cooling supplies and cables on the reference sheet.
