That pump is too weak for you want to do. Spend a little more and get the XSPC RS240 750 kit, the pump that it comes with is quite a bit stronger and will have the extra power the loop you want needs. Additionally, instead of getting a second RS240 I would get the clearance MCR220

I would not use the fans you listed. I would instead purchase either the PWM version
of the same fan (for the 500 more max RPM, you're going to need it, and daisy chain to the motherboard's PWM signal for automatic speed control) or some of the YateLoon fans
Both of the fans I linked can easily become very silent by undervolting them. The Yate Loon will drop your temperatures a couple of C in exchange for some noise at load, and the Silent12 PWMs will be very quiet while still offering good performance.
EDIT: Finally, coolant is bad and you should not use it. It will gunk up your blocks and hurt your temperatures. You can see an example of what it does to your blocks here
