If I don't get the kit, then I might get this lens.

Not sure yet, but I doubt I'd get the kit.

Keep in mind that technique goes a long way. Everyone likes to criticize the 5D Mark II for being a poor sports shooter (which it wasn't designed for anyway), but I've used it for sports with great results.

If you're meticulous about things like pre-measuring distance, maintaining fast shutter speeds, and are really good with timing, you can still get good results with the 55-250.

And I used to own two different copies of the EF 28-135. You get what you pay for with it, but it's actually a pretty decent lens! I would take it over the 55-250 any day, mostly because of USM and better build quality.

Just in case you're talking about buying this lens from canon, check other sellers and I think you'll be suprised.

For example, a brand new copy from Adorama is only a few bucks more $255

Their version of the refurbished is almost $50 cheaper!

That isn't saying much about the lens itself, but rather where you buy it.
