Temps at 1.5V/3.6Ghz are just around 50C, so I think that's fine.

Can I perhaps push the VCORE a little further, as my temps are pretty decent?
Try messing with your NB and CPU-NB Voltages.

I hit a wall at 3.5GHz (1.372 VCore), I couldn't pass it by simply upping the VCore, 1.5v didn't make it budge, I upped the CPU-NB to 1.372 and the NB to 1.22 and made 3710MHz on the cores with 1.492 VCore and 2600MHz NB.

I refuse to exceed 1.5v, even though I was at 49c at that. Though I may push up to 1.55v in a test run, seeing if I can squeeze anymore outta it. But the Voltage increase for the power, doesn't feel good for me to be honest. I might drop back to 3.6GHz.

I'll take them down when I get the time, to fine tune it, but my C2 wouldn't have likely got much higher, especially not as a quad anyway.

Play with that CPU-NB a bit, the IMC gets a little funny, and bump down the frequency of your RAM to 800-ish for now, until you get your OC stable.

I tested 3.6Ghz with 1.516VCORE and it almost stabled, but crashed 60% through

So upping the NB frequency can help stability then?
But I don't know what I can do about my NB voltage actually...
In my BIOS all the voltage settings I see are CPU, VNNB (which is apparently CPU-NB) and HT voltage.

Plus, I don't know what my stock CPU-NB voltage is, so what would I up it to?

I really am clueless, I just assumed "HT" was for the Hyper Transport Voltage.
My memory voltage is 2.115.

I just put NB frequency up to 267x8 (2136Mhz), with around 1.23V for VNNB, and it's stable.
I don't know how much I could increase that though. Any recommendations?

It's your ram. All your volts seem fine. Running the bus speed that high is causing your ram to run over specification. Turn your ram to it's lowest possible speed and try running with a lower bus. Since it's a x4 640, run it with the highest multipler(x15) and lower bus so you don't overclock your ram too much.

Most of us with x4 600's can run 3.5-3.6 no problem. The wall for these x4 chips are 3.7-3.8.

Hmm, HyperPI 32M ALWAYS passes though, and the errors are always 0x0...124 = meaning CPU error.

And I just tried these settings:
NB = 267x10 = 2670 Mhz / 1.261 VDDNB
CPU = 267 x 13.5 = 3600 Mhz / 1.500VCORE

And IntelBurnTest showed me a message saying it was unstable, instead of the computer actually freezing me and giving me the 124 BSOD, which means I'm getting close.
I'm going to try a little more bump in voltage now, hopefully it'll do the trick.

And my temps are fine like that, they never reach 60 C in TMPIN0, and Core temps almost never reach 40 C.

The RAM runs fine at 267Mhz bus clock, with a slightly lower CPU clock, using x4 multiplier. I highly doubt this is holding the CPU back. The RAM is running at rated speed - timings are slightly better than rated settings, but it is running at rated speed of 1066Mhz.

That said, I have recommended that he try lowering the RAM multi down to 3.33x and try the tests again, but I still highly doubt this is a RAM issue. The only time RAM usually affects CPU clock is if it's generic/doesn't overclock well and holds back the CPU when pushing the bus clock and RAM with it.
