phpbb3 is your absolute best bet in this situation. Not the best forum software out there, but you are NOT going to just up and code a forum from scratch or close with no knowledge but I honestly doubt you meant that you would. Google phpbb3 and install it on your server.

I say if you can afford it and want it, go with vBulletin for $195. My favorite is MyBB as far as free options go though.
