OC not showing up in programs UI

My 2600k is OCed to 4.2Ghz, any idea why when I am looking at the UI of some programs like CCleaner, 3DMark06 and even the properties of my PC the frequency is the same as stock?

Only when I stress the CPU it goes from 1.6 to 4.2 in CPU-Z, but still shows as stock where I have previously written. On my old E8400 the OC did show up in these programs and my computer's properties.

Is it because this time I changed the multiplier rather than the frequency?

Programs tend to not read the OC data and will just read the frequency the CPU is supposed to be running at.

But, you need to disable speedstep in the BIOS because it's throttling the CPU in order to save power. Look for CPU features and disable "C1E and EIST"

I don't mind it lowering the multiplier when not under stress really.
