CC won't move - Card fried?

First time attempting to overclock...
I was using MSI Afterburner on an 8400 GS, going up in increments on the core clock, and tracking the gains with 3D Graphics Mark. (only sliding the core clock linked with shader. I didn't touch the memory yet. and voltage can't be adjusted on my board.) It was doing fine, reaching pretty good gains and showing no errors up to 660cc. Then at 665 it would only operate at 405 - way below its stock of 520. Big FPS loss, of course. And whatever I set the core clock at now, it only runs at a max of that 405.

Did I fry the card?

edit - the temp was fine (46c at most). no visual artifacts or anything

If you fried the card, then it shouldn't even run.
What are the temps like? Try running everything at stock again.

Yeah I reset everything at stock and tested again. It still runs at 405 core clock.
I monitored the temps the whole time, they never went above 46 celsius.

I was just wondering if part of it could have gotten damaged. I don't know why else it would be limited to the 405MHz.

And I know I won't see any real gains with this even if I get it OC'd properly. This is just my trial run before I start messing with a GTX 460. So if I could figure this out that would be awesome... I'd rather not mess anything up on the 460.

Hmm. I don't know. It's probably damaged then.
But I've had really good luck OC'ing my 460 though.

Ok I really do need help...
I can barely even play LoL now. My FPS stays around 20-25. 30 at BEST.

How do I fix this?!

note - shader clock is at 810, memory clock is at 324! all way below stock. what's going on here?!
