470 dual screen won't down clock

I got another monitor, plugged it in and now it won't downclock past 400MHz. Why? It idles at 95C on regular fan profile and 78C with a little more aggressive profile in afterburner.

If I'm not mistaken when you plug-in two monitor on a single card they will not idle as they did with one monitor because they have to keep working underground to avoid flickering on the second monitor. I may be mistaken don't take that as an absolute.
Anyway your temperatures seems to high: how are them with only one monitor not only at idle but also at full work ???
