My Pc does not run my bill up that much, now for a high bill I here the folks in Phoenix
Az. have a power bill in the summer that is equal to a Socal home morgage

Wow that's a rediculous energy bill I saw a increase of $20 in my last two bills and was freaking out about a $120 bills. For that kind of money I would invest in solar panels.

Check to make sure that the previous months bills were not estimates. People get stung all the time when the power company estimates your power for months on end and then finally sends out a meter reader to actually get the number only to find out that you have been using x+100Kw per month. Then they send you a bill for (y)months * (x+100Kw).

Happened to me once now I check the bill against the meter every time it comes in.
