It may be down-clocking itself as a safety precaution, download CPU-Z to see if it is down-clocking itself once it gets so hot.

It will down clock to an idle speed of 800 Mhz, if it is.

I have. I myself have had it up to 66c before and no throttling happening, and people have said they have reached higher temps with no throttling happening.

According to another post AMD says the cpu will shutdown if it approaches 90c...the absolute limit is 97c that is the temp where things inside the chip starts to melt

Sorta off the subject but if things in the chip start frying/melting around 97c, how can video cards handle 105c+?
