Windows 7 Headset Problem

I just got a new headset for my pc and 15 is the highest level on the sound mixer that i can have it without hearing damage. Is there any way i can make what was 15, 100 so i can have more control ovre the volume level?

Yeah I wish I could find a way myself. I have the volume set at 20/100 in my sound card software. In youtube, if it were max volume, it would be uncomfortably loud. In winamp, unbearable at max volume. In VLC wathing movies, it sounds like a normal 1-100 scale. Be nice if every program used a uniform... "setting"
