I'm not saying that will always be the case because obviously over the course of the next year or two that will change but as of now it's a perfectly legit observation.
i previously pointed, where SB "IPC magic" is - its the turbo (major part), minor boost is from architecture.
(SB turbo is acting like on big doses of adrenaline, it improves performance but hurts consumption - laptops etc.)

However, BD architecture very different
All those big changes done in BD arch. make me believe that BD quad will have better performance than SB quad.
This year we will see : sandy bridge is not the only one with impressing overclocks.

It´s all hinted in this new architecture, and engineering ideas .
Sad thing is, at this moment only people @AMD know what those chips are capable
----
IIRC - BD will have clock+power gating (unused chip parts can be shut down) =>>> possible better turbo boost active parts

Turbo doesn't improve IPC, it just increases clock speeds when not all the cores are being utilized. The increased IPC came from many slight optimizations on the core i architecture which improves the way all the system components communicate. And as I said, I have no doubt Bulldozer will be a big improvement over k10 but improving IPC by 40% is a big gap to fill.(And I realize we can't get an exact measurement of IPC but it seems sandy bridge on average is about 40% faster per clock over phenom II's.)

My bad, i should use chip performance instead of "IPC". I apologize

IPC is not the best indicator of performance, and can cause wrong statements about performance. Reason why it´s so, comes from how x86 works

People interested in high IPC architectures should look after Elbrus - RISC /WLIW chip from Russia.
It can handle up to 23 IPC (!)
A number what x86 can only dream about

WOOT! A FAT +REP 2 U Sir!

Yeah 2.4B in Debt, Bulldozer is Boom or Bust in my eyes, AMD needs a comeback bad, if their Server Version of Bulldozer = Da Bomb, they may still yet come out ahead...

AMD Needs to assert them self as the World Leading Chip Maker & Fast, of course due to slack in CPU Development has cost them a lot..

I hope AMD doesn't get sold, truly, I don't want to see AMD Fail, and I fear the worst if Bulldozer isn't all that...

Well what you also have to keep in mind is in comparing benchs the 10xxt series also has a turbo feature so it's not like sandy bridge chips are getting a boost and the thubans aren't when not all cores are being utilized. Infact if we want to get technical the thuban chips would have their boost feature on in more benchs given the fact not all would take advantage of all 6 cores whereas it may utilize all 4 of sandy bridges cores. Granted sandy bridges turbo feature seems to work better just because intel has had more time to refine it but that doesn't change the fact that amd chips offer a similar feature. And IPC very much does matter when we are comparing these since sandy bridge as of now is a good 40% faster per clock on average compared to amds current offerings. Obviously this is going to change soon with bulldozer coming out but still it is a very real issue with amd chips as of now.
