mATX Gaming Rig for ~$700?

Hi, wanted to build my cousins a nice gaming rig as a joint bday gift and was wondering if you guys could help me pick out parts.

The pc will be for school work, games, web browsing and so on. They don't need an extremely powerful machine or anything like that, just something that'll play recent games at high settings. is this possible with a 700 dollar budget? or should i be looking to make this an AMD rig? my brother was kind enough to buy me an NZXT Vulcan to get me going. There is really no super rush into purchasing things because my cousin's bday is till next month (march 21st), but it would be nice if I had it done by his bday.

They won't be over clocking anything, all stock so I don't think i'd need an aftermarket CPU cooler. Price doesn't include keyboard, mouse or monitor. strictly the tower. my brother is going to come through on that part of the gift.

thanks!

For $700 you can get a nice AMD rig. I'd start with a Phenom II X4 955BE as the CPU.

or maybe somebody can pull it off and build a good intel rig
