What controls the Turbo Boost for Sandy Bridge? A very Isolated Issue

I need to find out all elements that go into play for Turbo Boost, beyond what Intel specifies in colorful .jpg's. I'm having a very isolated issue that no one can really help me with as no one has experienced it before.

The issue: when I overclock the CPU via Turbo all 3dmark gpu scores are consistently(can't stress this enough) lower, switch to fixed multiplier all scores go way up, consistently.

Specifics:
ONLY AFFECTS GPU SCORE, Physx score stays constant, Turbo or fixed.

3dmark11 GPU score with turbo OC(5ghz): 5336
3dmark11 GPU score with fixed multi OC(5ghz):5926

performance hit: ~10%

3dmark vantage GPU score with turbo OC(5ghz):26055
3dmark vantage GPU score with fixed multi OC(5ghz):26695

performance hit: ~2.5%

Temps never exceed 60c in any of the 3dmark suite's, I saw 63c once when it was super warm in my room, so it's not throttling.

I have ran the tests over 100 times in total while playing around with every BIOS option available to fix this issue, as well as 3 different BIOSes. I've spent some serious hours making sure I tried everything before I came here asking for help.

If you were wondering, I've set maximum amp draw to 150, maximum watt draw is set to 300.

Essentially I want to know if the mobo controlls the turbo, or the CPU. No way in hell i'm RMAing this awesome chip even with a broken turbo, but if it's the mobo then easy to RMA.

In the left screenshot, turbo OC, on the right is Fixed multi OC every other setting is identical (compare gpu scores):

I've seen others complain about this issue, except it occured during actual gameplay on certain games instead of in a benchmarking program. For some reason, their framerates would instantly drop off a cliff for a short period of time before going back up to normal.

I don't think there's any question that the problem is the CPU throttling back down to idle speeds at a bad time. I would also love to know what triggers the CPU to turbo up and idle down, but I'm sure it's hardwired into the CPU so even if you knew the parameters there wouldn't be much you could do to avoid a problem.

Yeah, that sounds about right. I'm having no issues with fixed multi, the system is rock solid and the temps are good, I was just asking out of curiousity, I'm always tweakin, you know?
