Horrible Performance with 9600GT, Can't think of whats wrong?

OK, where to start. One of my friends was recently given a 9600GT to beef up the the performance of her PC. She had to go buy a Power supply and she ended up getting a Thermaltake 600w. My other friend who has the same exact PC, I believe its an HP, had been running this 9600GT in his PC on a 450w power supply for about a year with no issues.

Now the issues started when we put it in her PC. The PC itself has a ATI Integrated 4200 HD card that can run Left 4 Dead on low, barely. It also was running mirrors edge on low with some slight frame lag so it was doing pretty well for a integrated card. So I am surprised that the new 9600GT can't run either game AT ALL.

I have done everything from fresh install of drivers (guru3d driver sweeper to nuke the ati drivers) and still nothing. We decided to wipe off the HP version of windows 7 because it had a ton of junk on it and even after a fresh install of windows the card still performs worse.

And check this out, her 3dmark06 score is 3000......3dmark detects all clock speeds at 0mhz and zero video ram.

I am running out of things to try, I am begining to think its the latest nvidia drivers, so if nothing else works I will be installing good 'ol 186.5 drivers from back in the day just to see if it works. (Those were some of the best drivers in my opinion)

Just to clarify, I have fully checked that windows did not install any ATI drivers, and the on board card doesn't even appear in the device manager.

So a quick list of what I have checked for....

Underclocking
Not enough Power
Conflicting ATI drivers were wiped clean before nvidia
Lastest driver Issues
It wasn't a corrupted windows install despite how HP butchered it
Checked for Viruses and Rootkits via a live cd and system is clean.
Parts are not dusty etc.
GPU fanspeed is running fine on about 80%.

Any thoughts?

looks the same mistake that my friend did a month ago....

he bought a gt 210 and the pc just sputtered, id suggest picking up a cheapo 5770 or something in that frame kinda

or 5750 xD

just my 2 cents, that ll beef up the pc by far more then a low end nvidia gpu...

Um, if you reread the post the card worked fine in the same exact model PC, it was just moved. Getting a new graphics card won't help either because I know this card works, my question is if anyone has any idea why its not working now?

Is she running it on a PCI-E x16 slot? a x4 or maybe x8 could be bottlenecking.

An x8 slot isn't even going to bottleneck a GTX480 compared to an x16 slot (something like a 1.5% difference in Vantage) as long as you're not getting well over 60fps in most games. I doubt an x4 slot is going to bother a 9600GT much.

Just to eliminate the obvious, you have plugged the monitor into the videocard rather than the motherboards VGA/DVI out (if it's really onboard that is)?

Asides that I have not much more to add but uninstalling the ATI drivers by using the ATi driver express uninstall first and then driver sweeper before rebooting and after rebooting. Then installing a driver of your choice.

Thats actually a great idea, I will go ask her that. One thing I didn't check.

edit: Yes, we uninstaller the drivers first then used sweeper. The cable is plugged into the right card too. Thanks for the replies!

06 should net around 9.5-10k with a 9600GT..
PCIE x4 or x8 wouldn't have that dramatic of effect..

What are the other specs of the PC?
Make sure that you're actually using output from the 9600GT instead of onboard..

No.

4x barely bottlenecks even high end cards. By 'barely' I mean by less than 3% fps loss with a 5870.
