HD6950 bottlenecked?

I just replaced my old HD5750 with a HD6950. I ran some games and didn't see much improvements. I have one PCI-E 1.1 slot on my mother board and I'm guessing it's not fully compatible with the card or something...? I'm still a little new to this.. My PC is about 4-5 years old, the first time I upgraded it I added a 2gb ddr2 ram, replaced the graphics card with a HD5750 and also replaced the power supply with a 550 watt power supply. I was running a few Dirt 2 benchmarks at max settings with my HD6950 installed and was expecting to get about 70-80 average fps but what I got was 30-35. I'm guessing it's bottlenecked? I need some explanations...

pci-e 1.1 x16 is roughly equivalent to pci-e 2.0 x8 tho isn't it?

The pci 1.1 will be bottlenecking it considerably also.

It isn't.

If anything, the CPU is at fault here.

if that isn't overclocked it is most assuredly the bottleneck

well... that shouldn't provide such a low framerate... even at 2.3ghz (stock speeds). What settings are you playing at? Max? AA? 1080p?

Can you overclock at all to see if anything changes?
