You mean the public library? I have never heard of a library in the USA that didn't have the internet. There is no need for this initiative. If you can't afford the internet you have bigger issues.

Let me rephrase that, I would much sooner support adding a full flegged public library with internet in an underdeveloped country than just giving them the internet. Also, if the country can't provide a library with the internet or just plain out doesn't have the infrastructure for the internet, they have much bigger problems. In fact there is a really, really, really good chance that those people this would give access to can't even read to begin with.

Now who wants to support my new movement? Its called "Lets send books to illiterate kids". Basically, what we do is send a book to a kid that can't read and then not even bother to teach them to read.

What I meant to say was taxpayers pay for internet service for the poor. It's possible. Something I wouldn't support, though, Internet is still a luxury.
