6950 Crossfire cooling help

How do I improving my temperatures? I have to run both of these cards under load 24/7.

I've tried intake/exhaust for the top fan. Doesn't really make a difference.

Side fan? Remove PCI-e brackets? Current case has positive air pressure

Increase the speed of the fan of the GPUs.

Fan speed is way too low. Put at least 55%.

I'm talking about the top gpu here.

Get rid of the inside fan at the end of the video cards.
You're blowing the air right over the entrance to the fan for the top card so it can't make the turn in at the inlet.
