If you want new, then buy the LG or BENQ 24" 120hz LCD if it is for gaming. Both have high refresh rate and the lowest input lag of all LCD monitors currently available.

If you just want a good monitor for gaming, and don't care if it is new, then buy a used 21" CRT. They have 0 input lag and almost all can run 1600x1200@85fps and 1280x1024@100hz (while the better ones can run upto 1600x1200@100fps and 1280x1024@120fps)

gaming monitor is subjective. OP needs to be more specific Does good gaming monitor constitute great picture quality sacrificing speed? Or speed sacrificing PQ, or a little bit of both? Then go for an IPS like a u2410, which has pretty much the upper end IPS quality(not the best IPS quality panel though) with decent response time. If you want pure speed, then go CRT which has absolutely no input lag at all.
