TES:5 is gonna be another open-world rpg, so we'll probably see the same problems every other game of that type has. It'll look great outdoors, have surprisingly low res textures and be terribly optimized. In games of that kind of scope the devs just don't have time to code proper support for stuff like shaders, SSAO and all that fun stuff.

Oblivion supports SSAO and many other shaders with OBGE which was done by modders

not sure why it would be so hard for devs to implement it
