Where Is the Bottleneck?

Ok, in games my FPS is usually 20-40 when it should be higher and it tends to stutter.

Specs:
Core i7 950
8GB of 1333 DDR3 RAM, this runs in dual channel instead of triple channel
WDD 500GB HDD, 16MB Cache and 5400RPM.
ATI 5850

Any help would be appreciated. Thanks

90% of the Games I play.

Fallen Earth
Starcraft 2 (Sometimes)
Oblivion
Fallout 3
All FPS games
Etc.

Also when the game stutters at times, the music I play in the background stutters aswell (this is off of Slacker Radio).

EDIT: Also my PSU is a Tech NPC 750 Watt PSU. And it only happened when I replaced my AMD 955 Chip with the i7 and the Sabertooth X58 mobo.

Have you disabled HPET, C1E, ESET, and CPU Thermal Monitor in the BIOS?

Drivers are updated (Display only for the Card due to CCC issues). And C1E is disabled I think not sure about the other stuff.

Lose a 2gb stick, you don't need it for gaming.

What clock speed are your cpu and video card at?

Stock Clocks, also why lose a 2GB stick, they're dual channel kits anyways (1 has a max clock of 1600 and the other is 1333).

your HDD is a definite bottleneck and might cause stutter when the game tries to create new models etc and when loading the rest of a map. please change your sig rig lol, I somehow doubt your ram is at 1333 "GHZ"

k and lol Typo for the loss

Also Disabling C1E (which I found was not disabled) did speed up boot time and speed things up a bit.
