And clocks are the following:

For the 5850 (Stock) 725/1000 (Runs at 400/1000 though...not sure why)
Core i7 950 runs at 3.07GHz (Stock)

Also it's a fresh Windows 7 Install (SP1 and Concurrent Updates) so shouldn't be, also don't know what TSR stands for.
Your gpu is running 2d clocks?

Can you run any gpu intensive benchmark with afterburner up so we can see the clocks it runs at while you run them?

If it is a fresh windows install then software shouldn't be any issue (assuming you've tried disabling your anti-virus just to confirm its not fighting with something).

Is your cpu cooler definitely completely seated? No heat issues?

If I'm reading that right then your GPU isn't switching to its 3d clocks. Driver version?

Display only, Afterburner says it runs at 400/1000 version 7.14

And the CPU runs at 55C under load, which from what I've read is average.

EDIT: Also it did switch over to 725/1000. However GPU usage at 99% on Fallen Earth (Which has meh graphics) seems out of place

Not sure which catalyst drivers 7.4 is. Try the 10.5 drivers from the AMD site. From what I remember those were solid, but at least try a couple different driver sets. You may need to edit one of the ini files to force 3d clocks if all else fails.

It switched to the 3d Clocks of 725/1000 after a couple minutes.
