cpu at 55 on startup and even at idle

hey guys thnks for the reply
actaully i just made an account here, wasnt familiar with where to post my thread, so i posted in another section, but no one replying there..
actually in our country a gaming aint a gud option and people dont go for high end stuff.
I have an 8400gs(****ed up overheater), i played mafia 2 on the lowest possible settings and then i tried to overclock my 2.9 ghz pentium 4 presscott to 30% and my sata 500gb got undetected.
i had to install win7 again on another ide hdd.
well i tried alot to get the thing detected.
i have a coolermaster 550w psu, with 44amp on +12v rail.
my cpu used to go gud at 20% overclocking , but u know the word greed.
i removed the power cable as SATA to the peripheral connector and the hd got detected. After that i never overclocked. but many times the sata gets undetected in bios and if i switch off the pc, it gets detected. now it is detected.
but now there is a prob going on with my cpu, even when i start the pc it goes to 50 C ( earlier at 30- 40 C) . and doesnt comes down, reaching to 70 C. what has caused this problem. and i cleaned the heat sink too. both chasses and heat sink fan at max rpm, still no gains.plz reply. checked the temp on many softwares. well one more thing that my thermal paste is no more on the cpu( it pentium and has become old).

Depending on it the heatsink is even hitting the CPU even a hair, that's a problem right there.

well b4 overclocking , it still didnt have the thermal paste on it and i ran ran cool upto 45( at loaded)
well at idle its less than 10% or even less.

You have to use thermal paste between the CPU and the heatsink. Also your CPU usage is at over 80% in the screen shot you posted.

Get some thermal paste. Apply tiny dab on it and put heatsink back on. Until then nothing much to say. That's a 90 watt cpu and you will fry it if you mess around too much or too long.

but even if the thermal paste isnt applied, the cpu temperature shows 50C at startup.
is this only becoz of thermal paste . i mean how can the cpu be at 50 when i just started it after leaving it off for 12 hours or so.
