I've got a couple of friends with a 1G 5870 achieving 3x higher framerates than I do.
If I am not mistaken the old high settings are now medium, and there are high & very high settings are all new (higher) for Shadows. I can't remember if they did this for any of the other options during the "optimizations."

Just try adjusting the in game graphics down on Shadows and a couple of others one at a time. I did have a 5870 and got playable frame rates for GTAIV, back in the day though. I got best performance not by lowering the detail level, but the draw distance itself and shadows to medium or low. I also needed my 1090T up to about 4.0 GHz.

I also think Crysis is about on par for those settings.

The other guys are right though, poor performance from an OC is a tell tale sign of an unstable OC, it just doesn't make you crash or BSOD.

I've resolved the issue by bumping up the HT clock up by 400MHz for my OC & using the CCC 10.10e as L36 suggested. Thanks for help. Also gonna work on the CPU OC as RagingCain told.

Run #1- DX10 1920x1080 AA=8x, 64 bit test, Quality: VeryHigh ~~ Overall Average FPS: 32.76
