AMD is not locking down clock speed of bulldozer parts. In fact if I'm not mistaken, most-all AMD Bulldozer client offerings will be branded "FX" (as opposed to "Black Edition" but meaning the same thing) and all for overclocking.

Check out his sig CPU (Opteron), hes refering to AMDs server chips considering the "Q3" mention in his post. CMIIW but I don't believe anyone manufactures overclockable server boards.
