There are some contradictions.

You can't find nice bass with deep heavy bass
You can't find nice deep heavy bass with crystal clear treble
Much of it also depends on the dap and amp
You also can't get them all at a cheap price, ie sub 100 usd.

Alpha and Beta Brainwaves are good cheap choice. Other than that you're looking to spend more than 100 usd for some quality iems, and even then, they won't satisfy all your requirements. You're looking to spend 200 usd plus for iems that satisfly and excell at one, two or more of your requirements but not all. Again much depends on your player.

He's going to have to compromise. The only problem is that will still be more than 'cheap' if he wants to fill some of the points.

Ya UE is not pushing its lower end products much anymore. Ill be getting a pair of UE 18 pros at the end of may (cant wait) . For now i have a pair of these OPS EU4s not the best but i like them. Purchased them from carvin Ive got a lot of other carvin gear so i figured id give them a shot got 2 pair so far i like them. They work great for bands that dont carry UEs but would like to use some IEMs on stage. Good sound for the price.

LOL I didn't understand what you were saying in the beginning since the bad grammer. Your comments as we all know are subjective. If we objectively look at his desires and demands they just can't physically be had in an iem on both side of the spectrum.

As for dap and amp being overstated, in my subjective opinion I disagree. I say they're very important in bring out what he wants.

JVC FX500 isn't that good. To they op he'll prolly be happy with it.
