Ultra Chilltec/ NOOB overclocker here QUESTION

I recently purchased an AMD 1100T six core processor (3.3GHz per core). I'm currently overclocked to 3.84GHz per core.

I ran a Prime95 torture test with my stock CPU Fan/Heatsink, and as expected it didn't take long to hit 60c. I then purchased an Ultra Chilltec Thermo Electric (Peltier cooler), re-tried the Prime95 torture test, and still reached above 60c fairly quick.

I'm completely new to overclocking and non-stock cooling, but I guess I expected better COOLING results after I installed this bastard!!! Maybe I'm missing something? Maybe I used too much Arctic Silver Ceramique? Who knows, Any help would be greatly appreciated!

well try reinstalling the new heatsink (i know pain in the butt)
Follow these:
make sure that all grease from previous paste is completely gone on both heatsink and cpu and there are no foreign particles (you can use a mild de-greaser or alcohol), then but a dabb of the paste on both processor and heatsink; after take a sharp edge (like a credit card) and use it to spread the paste evenly on both cpu and heat sink; then place the heatsink on the cpu and try to minimize any lateral or horizontal shifiting while doing so to avoid smearing the paste
