No, no it doesn't. I have yet to see one solid case of a 6970 bios causing issues. Most of those reports are people complaining about driver issues.
I suggest this Bios I have added. Its an Asus modded Bios. Doesn't mess with the voltages or anything, just unlocks the shaders. And has proven to be more stable with most cards. The Sapphire Bios is still good though. Just helping out with guide. Just rename it when you download to same name you'll use in unlock command.
EDIT: Also added pics of my GPU-Z to substantiate the unlocking success I have made claim too.
If you are going to go that route you might as well go with the 6950 unlocking script that wizzard wrote. That way you will just be using a modded version of your factory bios.

You are going to need to hot flash bios 1. Bios 2 is write protected.
