Reference cards are 99% flashable. Cards made earlier have a higher chances of success. Post a pic of your card front/back etc.

AFAIK only Cayman 6950 can be flashed successfully to a 6970. the newer Antilles 6950 has its shaders laser cut.

The last photo is of the Bios switch set to the 1 position. It's a bit blurry but that's where it is.

1 crossfire finger = Dirt 3. You have a dirt 3 card then?

Some of those are flashable some are not. Most are not. Ya would need to do the manual flash using the force -f switch. Read the OP to get the commands.

I'm actually shocked this thread still gets hits. It wasn't showing on my sub page due to all the other threads I've replied to since this one. Thanks heaps for all the answers you've given people.

I do have the dirt 3 card. This is the command I used in the CMD prompt:

atiwinflash -unlockrom 0

atiwinflash -f -p 0 (file location and name .bin)

Here is the link to where I got this information from:

Yea, that's the command so if it didn't work, you're shaders are disabled via the bios chip or they are cut. If you still want to push on, google gum mod.

Interesting article, I think I will try to flash one last time and see what happens. If it's a no go maybe I will just go with another 6950 in crossfire, although the price is still a bit high on those cards considering the 7900 series is out. I don't usually go for PC parts on ebay but in this case it might be worth a shot. I see they have them on Amazon, used for around the $200 mark which i'm willing to pay, just not crazy about used components. Your thoughts? By the way thank you for all your help, it's appreciated.
