There are tons of factors that could be the culprit. I don't know how thorough their testing is but the thermal paste used, fans used (as well as number of fans used), how good of a mount each heatsink had and what sort of contact it made, room temperature, etc.

Also every CPU's IHS is different so the contact each cooler makes if they test on a different CPU is different, although if I recall correctly they don't test their coolers with actual CPU's but rather a copper plate they heat to represent an actual IHS of a CPU (which also could be a factor in the differences).

Frostytech uses a heat plate, which doesn't take into account for where the cores are located, I think this is where a lot of the issues come from.

It's a great cooler, but only being able to mount one fan cripples it significantly. D14 all the way for that reason.
