Unusually high framerate with V-Sync

Hi, in every source game, i have all settings maxed, and vsync on (in left 4 dead its triple buffering)
It doesn't seem to do anything, because when i was running fraps, it showed my framerate to be >80 FPS...
Any ideas?

If there's no screen tearing with vSync enabled, then you're golden actually.

Are you running the game in windowed mode? If so that negates any V-Sync ability that you may turn on.

Nope, just tried it again with net_graph 1 enabled, same thing...

This is really confusing me :/

Just ran the CSS Stress test, and the strange thing is my FPS is really low:
