Lets use Activision for an example, Modern warfare 2?
I'd say a console port is better than no game at all. Think how few PC dedicated PC games there are these days. Companies are here to make $'s not be our best friends. We spend money they'll put in the time. While PC Gaming is in such a poor state it is not beneficial to boycott games because they are not the graphical marvels we expect.
Xbox and PS3 games will play their lower rez versions without complaining. Yet because we spend more on our hardware we expect some dazzling god like version? We get the same experience as everyone else but in higher resolution.. (9 times out of 10).
Think of it this way, you’re a developer. Your smallest customer base is PC, if you wanted to take advantage of the PC’s powers to the fullest all the lower rez optimized textures would have to be re-done (would take an age), characters would have higher Polly counts and DX11 coding/effects would be used This takes a long long time and if the money isn’t there what’s their incentive? Respect?? They don’t care about respect, they care about $$$’s. It’s not perfect but it’s better than nothing.
The more money there is in PC gaming the better our PC games will be. Less Pirates = more money (ignoring the intricacies of 1 download does not equate to one sale as money is 100% lost but its hard to establish how much).
