What does RAM Latency timing mean? confused.gif

Difference between 7-7-7 and 9-9-9 , which is better, can anyone explain ? frown.gif

Latency is the reaction time. Lower is better. Though 99% of the time you won't notice the difference but it looks better in synthetic benchmarks.
