1. 1600Mhz works fine, even at stock bus clock; you can use the x8 DRAM multiplier (often undocumented)
2. Voltage doesn't really matter on AMD... above 1.7V or so you may see some IMC degradation over time, but it's nowhere near as soon as it is on Intel. 1.35-1.65V is adequate, doesn't really matter. As long as you're not getting something, say, 1333 CL9 1.65V.
3. I'd cheap out a bit for now, grab a 955, OC it as far as it'll go, then grab a brand new Bulldozer when it's out in around 1-2 months only. Then again 1055T doesn't seem that much more expensive in your country (in fact 955 is pretty expensive in your country, it's only around $140 here)... up to you if you have the money and think it's worth it. x6 usually overclocks slightly better and has better IMC support anyway.
4. Mobo is fine
5. Single card, 650W is plenty - dual card will be fine with 650W too unless the cards push more than 150W each
6. Best air cooler on market

so anyway now that im ait more sure of what rig im getting. without uppgrading my current GFX card will i still see overall improvment with my new pc? is it at least gonna be noticeable?

as my current rig is:

Crappy midtowerhassi
cooling: water on cpu with small radiator push-pull config
CPU: 7750 Black Edition @ 3.1 Ghz
Ram: 2gb unknow memory at 667mhz
GFX: XFX Radeon HD 4870 XXX 1gb
PSU: 500W uknown brand
Mobo: ASUS M2N68-AM (not the plus after or anything just AM)


And rig in my mind right now is:

NZXT Phantom Bigtower White
ASUS M4A87TD EVO AMD 870
AMD Phenom II x4 955 BE
XfX Radeon HD4870 "XXX" 1GB GDDR5 775mhz/950mhz will use this from my old rig untill i get money for a better one
Corsair TX 650W PSU
4gb 2x2GB Kingston HyperX genesis memory PC3-12800 CL9
Noctua NH-D14
WD Caviar Blue WD5000AAKX - harddrive - 500 GB - SATA-600 maybe get 2 of them and do RAID

Yes, you WILL see improvements. HD4870 is a powerful card, which in you current rig is hugely bottlenecked by the CPU. I have the same, i know.
The Phenom will remove the bottleneck and you'll be able to utilize the 4870 to its full capacity. Expect something like 17000+ 3DMarks06. How much do you get now?
(In case you need a gaming comparisson, 4870 plays Crysis on 1440x900 @40Fps, max settings, 4xAF with my crappy CPU, with PhenomII will do better, I believe)

i dont know what im getting beacuse i cant open my Score files but if i remember right like 11-13000. okey nice to know that it prob will be some increase in performance
