Weird ISP..

Well, here's the story

I've had a 20 GB cap (yes I know, small, blame the government) for a year or so, and a few days ago I exceeded the cap. Now normally, when I exceed the cap, my ISP states the connection will slow down to maximum dial-up speeds (64 kb/s) and all data after that is free, just that you have to put up with the speeds.

Well I had been slowed down a few times on previous caps before the 20 GB, and it wasn't even that bad. As my data approached 20 GB, I just let it go over so I would be capped. One week till renewal, can't be that bad, right?

Wrong. 5 kB/s MAXIMUM down speeds. My upload speed was faster by 3 kb/s..
Anyway, later that day my parents got really annoyed at the speeds, and just decided it was time to upgrade to a 40 GB plan, so that we wouldn't have to wait a week with these speeds.

Now here's the weird bit. On pingtest.net, with 20GB I got around 50ms to the local server, and 100ms to Australian servers. Since I've had the 40 GB plan I'm getting 15ms to the local server and 40ms to Australian servers

It's not a plan feature to have lower pings either.. both plans are sold as non-throttled, allowing max speeds both ways.

64 kbps = 8 KB/sec theoretical maximum.
Will be a bit less due to protocol overhead.

Pings are likely better since you aren't automatically saturating your bandwidth by having near idle PC's.
