PC throttles while playing games.

So any game i play seems jumpy. Idk how to explain it. Its like a constant speed up & slow down. Its as if someone is holding me back then letting go & i jump forward a little then they hold me back again. Im assuming my PC is throttling, but why? my temps are fine while playing. This issue is most obvious in Stalker COP & Minecraft. I have a Noctua D14 & despite the jumpyness the fps for games like BFBC2 are is well above 60fps sooo idk whats wrong. id appreciate the help. I recently update the BIOS for my P8P67 Deluxe to version 1204 & started noticing these problems sooo...could i possibly downgrade? My specs:

my problem is coming from my varying FPS from games. its jumping around alot & despite my use of V-sync my frames aren't stable.

i7 2600k
Asus P8P67 Deluxe
EVGA GTX 580
Noctua NH-D14
8GB G.Skillz DD3 @1600mhz
128 Corsair SSD
2x WD 500GB HDD

Did you forget to install your chipset drivers?

nope everything is installed. It seems to be an issue with inconsistent FPS's

Try doing a fresh install of your GPU drivers. If you overclocked your CPU/GPU make sure they are stable, too.
