Ok, here are your problems.
1.) Your PSU is a piece of crap. NOT causing the current problem, but I feel obliged to point that out.
2.) You have a CPU bottleneck
3.) The second card is bandwidth starved at only 4x PCIe, and that's severely impacting its performance
4.) Windows Experience Index does not utilize Crossfire, only the first GPU is used
5.) Your emulators don't support Crossfire
6.) Your monitor is only 1600x900, and that's not a high enough resolution to get the fullest out of Crossfire to begin with.
Basically you should not have gone Crossfire because A.) your system isn't really set up for it, and B.) you wouldn't be getting much use out of it anyway. There's nothing wrong with your card, the problem is that your system is about as optimized for Crossfire as GTA IV was for PC.
