Application cant use over 25% cpu

So i am running an application (John the ripper to be exact..nothing illegal by the way)

An no matter what clocks i am at it never uses more than 25% of my cpu

if i limit the process of john.exe to only core 1, it uses 100% of core 1
but if i let it use all cores, it uses 6.25% of each core(4 cores, HT is off) an 6.25 x 4= 25% cpu usage
so if it uses 1, or 4 cores, it gets the same amount of work done, is there some sort of option limiting the amount of cpu it can use? or is it a limit of the application?

Application is not capable of using more than one.

Even though it uses all 4 cores to a certain extent? ( i.e 6% of each core no matter the clocks ?)

Yes. I see it all the time. A single-threaded application jumping between CPU threads. It's perfectly normal.

you can set which core each process runs on. i have my background services at core 2 and 3 and then i game on core 0 and 1. zero stuttering

well i cant seem to find a way on my mac but i never used to turn off my desktop. not sure if it saves at all. but the only time i restarted was to reformat every 3 ish months
